Yes. The Force.com platform requires that a user must have at least one license for Salesforce to subscribe to services on Force.com.

What do Xactly Rewards points cost and what is included?
Each Xactly Rewards point costs US$1. U.S. sales tax and shipping and handling fees are included in the sell-through price of the catalog.
